He grew up in New York City and his father was a sanitation worker. He had studied at Lafayette High School and in St. John's University. He was first drafted by the Los Angeles Dodgers on June 8, 1981 during the fifth round of the amateur draft. France was traded to the Cincinnati Reds for Rafael Landestoy on May 9, 1983.
